Frustrated by its inability to alert the CIA of an impending attack, Mossad arranged on Sept. 1 for Russian intelligence to warn Washington "in the strongest possible terms of imminent assaults on airports and government buildings." Agent Kenneth Williams suspected that a group of about 8 Middle Eastern men in the Phoenix area were not merely studying at flight schools, but also they had shown a keen interest in airplane engineering and airport construction and security, according to sources familiar with the closed-door briefings Williams gave members of Congress this week

  Although an F.B.I. agent in Phoenix sent a memorandum to Washington on July, 2001 urging a nationwide check on Middle Eastern students at flight schools, managers at several schools in the Phoenix area said the local F.B.I. office did not ask them for tips on suspicious students before September 11
